Depuis sa création en 2006, la Cour des comptes a montré son importance. Elle joue un rôle essentiel pour le bon fonctionnement de nos institutions en opérant, de manière indépendante et autonome, un contrôle des collectivités publiques. En s’assurant de la légalité de l’action publique et du bon emploi des crédits, des fonds et des valeurs gérés par les entités publiques et parapubliques, la Cour des comptes permet à l’Etat d’améliorer son fonctionnement et d’offrir une mise en œuvre correcte des prestations sociales. La Cour des comptes est aussi née de la volonté des Socialistes. Nous nous étions fortement engagés dans le débat parlementaire.
A la succession de la magistrate socialiste Antoinette Stalder, se présentent deux candidats que tout oppose.
D’un côté, Daniel Devaud, juge intègre et compétent, reconnu pour la qualité de son travail notamment dans l’instruction de nombreuses affaires financières et de dossiers de corruption publique. Humaniste, défenseur d’un Etat social fort, mais efficace et transparent, Daniel Devaud est le candidat de la légalité, de la gestion financière scrupuleuse et de la lutte contre le gaspillage. Son évincement du Département de l’intérieur par l’ancien Conseiller d’Etat libéral Claude Haegi en raison de son engagement à respecter scrupuleusement la loi et seulement la loi met en lumière ses qualités morales et sa détermination à ne pas subir de pressions politiques, deux qualités essentielles pour siéger à la Cour des comptes. Ces qualités ont fait que Daniel Devaud a été élu à diverses fonctions au sein du pouvoir judiciaire jusqu’à devenir membre de la plus haute instance juridictionnelle du canton.
De l’autre côté, Yves Nidegger, idéologue ultra-libéral et sectaire, dont l’objectif n’est pas de servir l’Etat, mais bien de l’affaiblir. Avec le candidat UDC, c’est un travail de sape contre l’Etat et l’attaque contre les prestations sociales qui sont en jeu. Qui peut en effet garantir aujourd’hui qu’Yves Nidegger, qui a toujours combattu les prestations sociales et le rôle redistributeur de l’Etat, ne travaillera pas à la déqualification de prestations destinées aux locataires, aux aînés ou aux invalides ?
Pour les Genevoises et les Genevois, comme pour le Parti socialiste, le choix est évident : c’est Daniel Devaud, le candidat de l’intégrité, de l’efficacité, de la transparence, de la compétence et de la bonne gestion du service public plutôt qu’un parlementaire idéologue et sectaire risquant de saper les prestations sociales.
L’enjeu est important, le Parti socialiste genevois appelle à se mobiliser pour cette élection et à voter et à faire voter DANIEL DEVAUD À LA COUR DES COMPTES le 18 septembre prochain.
